From PBS’s Online Newshour:
President Bush Urges Nations to Set Emissions Targets
President Bush, in a counter-offer to European leaders, said Thursday that 15 nations with the world’s largest economies should set common targets for cutting greenhouse gas emissions
He did not say what the targets should be or how they should be met. The comments marked a shift in his earlier opposition to setting global goals to reduce the emissions that contribute to global warming.
Yeah … It was called the Kyoto Treaty, dumbass.
The speculation on Democracy Now! is that this announcement was made in time to deflect criticism of Bush at the upcoming G8.
